El coronel Emilio Ludovino Fernández no tenía las íntegras fibras de su hermano, el coronel Rafael Tomás Fernández Domínguez, a quien, cuando le dejaron unas cajas con alimentos en su casa las devolvió irritado. No aceptaba dádivas ni prebendas del poder, ni de nadie. Es por esto que reconoce en el presidente Bosch, el líder de la Revolución social y democrática.

En el año 2011, Jesús de la Rosa escribe su memoria sobre: “La revolución de abril 1965″, haciendo un recuento valioso de lo acontecido durante el plan fracasado del 6 de enero. Habían pasado 14 años de la publicación del libro de Milito y muchos más del de doña Arlette Fernández. Es en ese relato donde vamos a encontrar amplios detalles de los afanes del coronel Fernández Domínguez para reponer al gobierno constitucional, y un señalamiento directo a Milito, como un delator.
Afirma, Jesús de la Rosa, que estando con el coronel Fernández Domínguez en Puerto Rico este recibió una llamada de Santo Domingo. Observó el rostro del coronel que, enrojecido de cólera, “Tiró el teléfono sobre la mesa y comenzó a halarse los cabellos”, diciendo: “¡Coño, nos han traicionado!” “Después de calmarse un poco, nos dijo que el complot había sido delatado por un hermano suyo, que las Fuerzas Armadas estaban acuarteladas y que varias unidades navales patrullaban en el Canal de la Mona”.

El Dr. Molina Ureña, también dejó un testimonio bastante claro de las implicaciones de este personaje en la delación. Lo hizo tres años después (2014) de Jesús de la Rosa. Sus palabras son las siguientes:
“El 4 de enero de 1965, a la espera de los días 5 y 6, señalados a la 1:30 p.m. recibí una llamada de Silvestre Alba de Moya para invitarme a ir a su casa de inmediato. Me dijo que alguien tenía que conversar conmigo. Cuando llegué a su casa, ubicada en el ensanche Alma Rosa acompañado de mi cuñado Diego Pulgar, encontré a Arlette Fernández, la esposa de Rafaelito Fernández Domínguez bañada en lágrimas de dolor y rabia.
“Lo primero que me manifestó fue que su esposo le había indicado que me llamara para que me narrara todo lo acontecido esa noche.” “Arlette me dijo, que durante ese día habían ocurrido hechos lamentables. El coronel Caamaño Deñó había cometido el craso error de comunicarle al coronel Dr. Emilio Ludovino Fernández (Milito), hermano de Rafaelito, la misión que éste le había encargado, expresándole que Caonabo Fernández estaba comprometido a levantar su comando en favor del retorno de Juan Bosch. Milito y Caonabo denunciaron los preparativos ante Donald Reid Cabral y lo pusieron en autos de todo”.
“El presidente del Triunvirato inmediatamente decidió retirar del Puerto la dotación de Cascos Blancos al mando de Caamaño y colocar allí, en lugar de éstos, una dotación de la Marina de Guerra. «Caonabo y Milito -prosiguió Arlette- me han pedido que llame a Rafaelito a Puerto Rico para que suspenda su viaje y con ello detenga el estallido del Movimiento Enriquillo. Cuando le informé a Rafaelito lo sucedido -siguió diciendo- lloró de coraje y ha tenido expresiones muy duras para con sus hermanos. Imagínese ¡Dr. Molina, ahora Donald Reid Cabral tomará represalias contra mi esposo y su carrera militar será destruida!”. Lo cierto es que, ya para esa noche los marinos custodiaban toda el área del puerto y los Cascos Blancos habían sido confinados a sus cuarteles, junto con su comandante, el coronel Francisco Alberto Caamaño Deñó”.

Estamos ante las declaraciones de dos personas que jugaron un papel de primer orden en todo el proceso conspirativo para derrocar al gobierno del Triunvirato. Aunque en la declaración de Molina se incluye a Caonabo, descartamos a éste en la delación, puesto que todas las menciones principales se hacen a Milito Fernández y vamos a ver por qué.
El coronel Emilio Fernández odiaba a Bosch y a su gobierno. Sabía que su hermano, el coronel Rafael Tomás, era un hombre de confianza del presidente y que era opuesto a su derrocamiento.
Las razones del odio y la no aceptación del gobierno democrático, cuyas actuaciones cerraban el camino a las injusticias y a los privilegios; era porque el presidente aplicaba una austera administración que chocó con un interés personal de Milito. Dejemos que sea el mismo que explique sus razones:

“Bosch me negó el derecho que me correspondía de traer un vehículo exonerado de impuestos. Según el secretario de la presidencia, Dr. Jaar, Bosch me proponía que pagara la mitad de los impuestos. Me negué. “Dígale al presidente que los derechos son indivisibles. Se tienen o no. Yo no pago un sólo centavo porque no lo debo. Dejaré que mi carro se pudra en la aduana pero no pagaré. Lo saqué el mismo día en que fue derrocado”.

El coronel Emilio era un experto en el trastrueque histórico para presentarse como un dechado de virtudes. Ese tipo de personas creen pasar fácil sus engaños. Acomodan los hechos a su imagen; pero en ese afán quedan entrampados.
El 25 de septiembre, día del golpe declara:
“No recuerdo como fui a terminar trabajando con Juan Isidro Jiménez Grullón y Mario Read Vittini. Me dieron para que lo pasara a máquina el borrador ya varias veces trabajado del comunicado al pueblo de las Fuerzas Armadas y de la Policía Nacional, con el que se pretendería justificar ese Golpe de Estado. Recuerdo que tanto Don Juan Isidro Jiménez Grullón como Mario Read me hacían señalamientos y decidían correcciones. Finalmente quedaron satisfechos”.

No salió solamente de prisa a sacar su vehículo, sino también fue un hombre clave en la preparación del infame comunicado para justificar el golpe. Los golpistas quedaron tan satisfecho con el papel desarrollado por el gran simulador que le sirvió de chofer a Mario Read Vittini y se dirigieron a la casa de Emilio de los Santos para que este aceptara presidir el Triunvirato.
Parece que le fallaron los cálculos en sus arreglos de culpas propias, la que utilizó siempre. Por eso apunta en su libro que Rafael daría un contragolpe para liberar al presidente en el que él (Milito) sería el encargado “de introducir poco a poco los cinco o seis fusiles automáticos que necesitaba para su acción. Y remata con estas palabras: “Los introduciría uno a uno”.
El coronel golpista que sacó tiempo para ser un eje de los esbirros y corruptos, que participa en la elaboración y corrección del documento explicando el golpe, que sacó tiempo para ir a buscar al presidente designado, que fue ágil para buscar su vehículo a la aduana, de pronto se inventa que formaría parte del plan de su hermano.
Donde se siente con fuerza su interés, es cuando confiesa que el mismo día del golpe, sacó su vehículo de la Aduana. (No pagó un centavo. Consiguió su “derecho” en el gobierno del Triunvirato). El de Las Cantinas Militares, del Contrabando, el Robo y los Crímenes. Contra ese gobierno y contra ese Presidente no sintió odio ni desagrado, con Bosch sí.

Su apego a un privilegio lo consideró una grave ofensa. No tomó en cuenta la inauguración de un nuevo estilo de gobernar.
El presidente se vió obligado a desmontar una serie de privilegios que se concedieron desde el gobierno del Dr. Balaguer, y del Concejo de Estado. Entre ellos el que mediante Oficio N.o 23477, de fecha 12 de diciembre de 1961, de la Presidencia de la República otorgaba el ” “derecho” de exoneración cada cinco años a los Oficiales de las Fuerzas Armadas.
(Ver Cronológico de Oficios de la Secretaría de Estado de la Presidencia (mayo-julio 1963) de Eliades Acosta Matos, página 159 con el título: “presidente deja sin efecto términos del oficio que autorizaba a oficiales de las fuerzas Armadas importar automóviles exonerados”; en el cual se le comunica al ministro de Finanzas a través del Oficio 6834 con fecha 18 de mayo del 1963 del gobierno de Juan Bosch lo siguiente: “1. Por disposición del Señor presidente de la República se le recomienda dejar sin efecto los términos del oficio citado en la referencia, mediante el cual se autorizaba a los Oficiales de las fuerzas Armadas a importar, cada cinco años, exonerados de impuestos fiscales, automóviles para uso personal cuyo valor en fábrica no excediera de RD$1.500.00.”
Milito se enojó y no tomó en consideración que el presidente le concedió una gracia: Pagar la mitad. Prefirió esperar el golpe para obtener el privilegio negado. Pero, todavía el privilegio que produce la gran amargura en el coronel se extendía más, porque él solo había estado en México menos de dos años como agregado militar y el privilegio era para los que hubieran tenido cinco años en la posición.
